1. Fixed big holes in the paper. Sprayed over holes.
2. Made 3 duplicates.
3. Converted to grey scale and decreased levels so mostly black and white. Got the eyes and general shape defined. copied this as a new image. decreased colors to 2. Cleaned up some more. Increased colors to 16 million. Copy and paste back to original photo as new layer.
3. Second layer. Blur 4. decreased levels to bring out eyes. Applyed salt and pepper filter. Then enhanced edge to get grainy look.
4. Third layer. Smudged and painted in more details. Painted over background.
5. Merged.

I think you did a fantastic job on this guy. I am a little curious though why you chose to keep the scratch that runs across his uniform when you cleaned up everything else so beautifully. Were you trying to maintain a feeling of age in the image?
