I began by placing the Skull as the background followed by a water like image set to Overlay. I then added the fish which I set to Screen. That's it!

I didn't use any filters. I found some images and threw them together. The water drops were all part of one background. The fish I cut out of other images. I only have Paintshop Pro with limited filters. I hope to one day work with Photoshop. Thanks for the comments!!
