I started off by changing to grayscale and did a levels adj. to bring out the detail.
Than changed back to RGB.
Cloned,heal brushed.
I hand painted to further my training in this area.I think I get better color than using Hue & Saturation.I recall a History Channel show where the government has a choice of 10,000 different combat uniforms,so the uniform coloring is applicable to any place in the world.
I couldn't decide on a background,so I did a plain old clouds version.I think of it as a lazy background. I lost this photo after it was almost done twice because PS 7 locked up.Learned to save more often.

Nice job of fixing the flaws and removing the background. Some things you might want to try now...

There is a lot more contrast and color on his clothing and in the background than on his face, so he looks washed out. Try doing more levels adjusting on his head to bring out some shadow depth, and also increase the yellow and saturation in the skin tones. Then lightly brush a touch of cyan into the shadows. You might also want to tone down the yellow-green in the uniform...the camouflage outfits have more beige, no yellow cast.

Good clean-up! Have you ever tried "Bruce Beard's Hair and Skin Color charts" -- available under Resouces in the nav menubar? Helps me.
