I hope this is what you meant...
I used a photo.
1. Ran it through Dry Brush filter.
2. Adjusted colour.
3. Made a new layer and blended it in at a low opacity to get a little more more detail in the branches.
4. Used Unsharp Mask.
Some bluring and some sharpening here and there.
Then I tried it out...the smudges in the foreground are part of the completed "try out". Maybe I should post that too...

This is lovely mama, and so far, the only one to meet the challenge. I am not artsy and am having trouble coming up with something. But I know when I see something I like.
