I decided to replace George Washington, one of our most overrated (but still good) presidents, with musician Wesley Willis. I thought about putting my own pic up there, but I didn't have any appropiate ones for this, and besides, I'm not good looking enough.
I copied and pasted Wesley's head on top of George's and transformed it until it was a good size.
I added a Levels layer to Wesley (RGB 27, 1, 195; Red 0, 1, 216), a Brightness/Contrast layer (Brightness +42, Contrast +25) and a Hue/Saturation layer (Hue -180, Saturation -51). That made the shadows stand out and gave a bluish cast.
Then I copied the Wesley layer, added an Emboss filter (I knew I would eventually find a practical use for that thing!) and knocked the layer opacity down to 35%. I smudged the neck to make it blend in.
Oh, and I was kidding about George being overrated. I am perfectly aware that he was our first and only six-star general, and that the origins of limited terms and peaceful transfer of power lie with him. But compared to Jefferson, Teddy, and Lincoln, well, he was just the first president, that's all.

You did well with the face, but the neck is far too smooth, and did some one come along with a paintbrush and paint all of the the hair black?

You're right, the neck is too smooth. I could have made it look better. As far as the hair is concerned, too bad I'm not a masochist. Changing the hair would have taken too much time and aspirin for me to do.
Oh, and if you've never heard of Wesley Willis, he's a schizophrenic homeless man from Chicago whose music is nothing like anything you've ever heard. It is DEFINITELY worth looking up.

I can consider this one as a great one If you could extent your brush tip to his black hair . And the other things already convinced .
Forget about all, I like your work and the way you treated it.

Now that is worth a second look. Hey who's say someone does not go up there once a year to touch up the black paint?
