Let me apologise right up front, I thought this one was going to be a cakewalk...it wasn't and I didn't keep very good track of the steps I took. There was an awful lot of experimenting done on my part.
First thing I did was look at the individual channels and took note that the red and blue channels showed a lot of damage. I converted to CMYK and looked at those individual channels also, but there seemed to be no advantage so I converted it back to RGB. I duped the image and converted to to lab mode. From this I replaced both the blue and red channels with the lightness channel from the lab version.
I played with curves tryign to get back some decent coloring. I got it close and then used nik pen palette and did some hand tinting. I selected the little boys jacket and incresed the saturation a bit. The lines running the inside edges I eliminated with the healing tool and I used that on spots that still showed up in places also some cloning. At one point I did run it through neat image also, but not enough to remove all the texture, personally I liked the look of the texture. Resized and saved. This ones going to haunt me because I'm still not real happy with the colors.

Wow! You did a nice job with the color.Very vivid and sharp just like it was printed yesterday. I am impress with how clean it is too. Great job!

As you said may be some unpleasant colour cast occured there but your effort is worth for a reference to others to come along..
Actually i also inspireed..
That is why I turned other way and desided not to touch with a brush.

Wow! Great job on a really tough challenge. The colors, skin tones and crispness really make for a reclaimed treasure.
