Used Gimp for drawing.

1)Separated the hand-written text with desaturate, brightness-contrast, blur, threshold etc. Made this a new layer.
2)Using fonts utopia and times, typed the black text.Drew the tables. This was on a new layer. Typed the red text on a new layer.
3)Took a white layer, added color and noise to make it look old.
4)Merged the layers with different opacities. Saved the image at 100% size so that the information is intact.

thanks cvandever,jason,john.
in gimp there is a color-to-alpha option.i chose black to alpha.with this the red text becomes almost readable.you wouldn't beleive i spent an hour on the internet trying to find a word starting with letters refa...(that is what it looks like in in the original) to fit in the sentence(bottom paragraph in black text) before the words "or annulled". I did not find anything meaningful, so finally decided to replace that phrase with "refused or annulled" !!!!
If any of you know what goes in there, let me know, I am curious.
