I used the paintbrush tool to fix the original image, then selected the face and pasted it over a face from a Stuff Magazine photo. I then went in and painted the colors on top of the image. The original skin color was sampled from the body and changed to a Color layer, the rest were just painted on top (with normal layers).
adev - I would have liked to get a closer look at the skin on the face. It looks like you did a very good job of painting in the skin tone. I will add that the image as a whole has a painted look. Not just a painted face on a photo. The one thing I would point out is the eyes look too large.
All in all this is very up to date and glamorus look.
