First I applied a curves layer to open up the tonal range before doing any repairs. To fix the damage on the right side of the chin, I selected the bad area, copied it to a new layer, applied a lighten filter, and nudged this layer until it removed the most amount of damage.
For some areas of the face with stains (ex. being darker than surrounding areas) I selected the area, copied it to a new layer with a feather of 5-8, and applied a brigtness adjustment to match the area with others.
Next was significant cloning throughout the picture.
No matter how hard I tried to repair the hair it did not turn out realistic, so I added hair from a picture I had of a person I with a crew cut. For the left ear, I repaired what I could and drew the rest.
For the face I created a feathering layer to repair the uneveness and blotching in the face. Finally applied a gaussian blur, added a layer mask and painted in smoothness in the face.
