This was tricky, I didn’t have a clue how to
get rid of that overpowering blue cast.
I looked at the rgb channels.
Red, which should have been lightest, was darkest.
And blue was light instead of dark.
I swapped channels, but this didn’t achieve much
and made the colors wonky.
I made a last try to improve the color channels.
I made a copy of the overly dark red channel.
I lightened it with curves to approximately
what a normal red channel would look like.
Then Select All – Copy – I clicked on the original
dark red channel - Select All – Paste into.
I used the above method to replace the light blue
channel with a darkened copy.
All this didn’t completely remove the blue cast but it helped.
I used Auto-color, it helped a little.
Used Quick mask to select the grass and fine-tuned the color.
The same for the bushes and removed the
blue from the upper background mesh.
I zoomed around the image at 200 magnification removing
artifacts by cloning and blurring.
Sharpening this heavily blurred photo seemed impossible.
After many failures the only thing that worked slightly was
Soft light. I applied it to areas such as around the neck,
the yellow flowers, costume and face.
Sorry but I couldn’t come up with a universal color cast remover
nor an effective way of sharpening this badly blurred photo.
It’s a bit dark, but there are a lot of artifacts hiding in the shadows.

Nice saturated colors without the cast.The fence still is a little blue though. You have re-submitted... what did you change?

Thanks for the comments Svsg.
I didn't fully remove the blue from the upper
background because I liked the look as it is.
When I was looking at my previous entry
the little boy still seemed too blurred.
I tried one last attempt to sharpen him.
I quickmasked him and used Soft-Light which
sharpens and saturates colors. It helped a little, so I re-submitted.

Colours are very nice strong and sharp, well done. I am not too keen on the " Demon " looking eyes though

I wasn’t happy with the eyes either.
My efforts to sharpen with soft light made them look burnt out.
When doing this I went back to the original to try to improve things
in the eye area. But I couldn’t find any meaningful detail at all to work
with. The eyes were just blobs of blurred pixels. Other than an eye copy
and paste job from a child of similar age I couldn’t think how to improve things.

I like the fact that collar of the costume is not the same color as the flowers. There's quite a difference in them. The brim of the hat seems to be made of the same color as the flowers though.

About the brim of the hat.
I tried not to change any of the colors
I came up with after my blue colorcast
removal efforts.
I have been looking at other members colors on the little boys costume.
My suit looks purple. Other members retouches were red in color.
I am sure I have made a bad mistake in not removing more blue from the boys clothing before hitting it with soft light.
