With apologies to the lovely child, I decided to go the cheesy, overboard, paid-too-much-at-the-mall Glamour Look.
Step one: Auto Color
Step two: Gaussian-blur a layer and played with layer options to give that Soft-Focus effect.
Step three: added a twinkle in the eyes
Step four: Added makeup (lips, eye, and cheeks) using the brush, each on a seperate layer, playing with transparency settings for desired result.
Step five: used the grassy-brushes to create eye lashes, and again to create eyebrows, which I shaped a bit with the eraser tool.
Step six: removed bags under her eyes, and the skin-fold on her neck (using healing brush)
Step seven: Added text!
Um... I think that's it! Oh, wait. I added a vignette, and cropped the image, too.
