I use PSE 2.0. Thanks to Richard Lynch's book I was able to split the colors into RGB. For each channel I despeckled and cleaned up scratch/dust (don't remember setting). From there I adjusted the WAY too dark blue to a much lighter using levels. I also darkened the red and green channels until I was very close. Then I had the system finish it by doing an auto color correction (which failed miserably until I had it close).

To make the eyes look better, I used the dodge tool (20% opacity) to get the eyes back to the right size, I also added a faint white area by using the clone tool and setting opacity to 30% and cloning in some of the white from the hat. I did the same for the mouth. I also used the burn tool to darken the shadow of the rim of the hat.
