To retouch this photo I did the following:

1. Created a layer and repaired the background with cloning.
2. Created a layer and repaired scratches on the face and shirt with cloning.
3. Converted to grayscale in a channel mixer layer (with the grayscale box selected).
4. Opened up the tonal range with a curves layer.
5. Selected the hat and shirt, copied to a new layer, and then used a color balance layer to get the military green color for the hat and shirt.
6. Selected the face, copied to a new layer and added fleshtone to the face with a blending mode of color and opacity of 65%
7. Colored the hair brown, and colored the medal on his hat.
8. Selected random spots on the uniform and made them darker by reducing lightness in a Huge/Saturation layer.
9. Touched up the eyes, added a red highlights to areas of the face in a color blending mode.
10. Added a curves layer to add greater contrast between the boy and the background.
11. Applied selective sharpening to the boy and his uniform with an unsharp mask along with with an adjutment layer (hidden), and then painted in the sharpness.

Stunning.
Your colouring talents are superb.
Flesh tones spot on - military uniform just amazing.
I wish I had your talent colour wise.

Thank you very much Shalford! The best advice I can give you is practice. A year ago my hand colorizations were not very good but with practice I was able to improve. Also there are 2 good colorization techniques at worth1000.com that have helped me.

I know this particular compliment is thrown about quite a bit around here...but:

This looks like it was taken yesterday.

Excellent job on the flesh tones. I'm going to have to check out that worth1000 business.

Thank you Pantone Menace. One tip, you may find that sometimes the primary colorization method (on www.worth1000.com) does not give you the best fleshtones, and what you can do is add a fleshtone layer of your own taste (color blending mode) above the other layers to get a better fleshtone.

Oh - this is lovely! I know it's not the main point of the picture - but you even got a nice tone for the background. Beautifully done.

So impressive. As a total newcomer to the place, I'm amazed at the skill level of some people in here. I thought I knew a trick or two, but I'm totally put to shame by the quality of what some of you guys are coming up with. I need to lurk and learn a thing or two.

So good!
