This wasn't an easy challenge. I decided to go for a denser smoke like a smoke bomb or fireworks rather than a light wispy cigarette type smoke.
1)I drew 4 vertical lines by hand, each on a separate layer.
2) applied Wave filter to each layer using random selection until it looked good.
5) moved each line layer until overlap looked reasonable.
4) rotated 90 degrees left and applied wind filter to each layer.
5) rotated right 90 degrees and used liquify filter to add some swirls and smudge out some detail.
6) added slight motion blur.
7) added light gaussian blur.
Decided to leave it alone before I messed it up real good.
