I REALLY REALLY hope I understood this challenge correctly, or I'm going to be as red as Mr President's cheeks. *grin*
I retouched Pres Bush by doing the following:
Used healing brush to get rid of wrinkles and imperfections, followed by cloning at low opacity, with the gaussian-blur mask-mode technique (again very low opacity).
I applied his eye makeup via dodge and burn, w/smudge tool to create his lashes.
Shaped his eyebrows via both healing brush and clone tool.
Lipstick was applied using a new layer selection, and used a gradient map with red/orange tones, fine tuned with adjusting saturation and different blending modes.
His new hairstyle, dress, feather boa, jewelry and tiara were taken from stock photos I had, manipulation into the photo with a lot of careful use of the eraser and clone tools.
The only thing I'm not happy with is the necklace (lack of completely accurate perspective and shadowing) ... but I figured by now, he's pretty enough

Nope, you understood it fine, and did an excellent job.
After I wrote the description I kind of regretted specifying "no cropping" because there wasn't much room for high hair (and it just seems like a good look for him).
The feathers were an excellent touch. I wonder why they publish a portrait of him with those dingy teeth, though.
The tiara and necklace looks a tad "centered", which is probably what you're homing in on about perspective.

Thank you Doug! And also thank you for mentioning the teeth, eek I had completely overlooked them. I did a bit of repositioning of the tiara and necklace .. not perfect, but hopefully an improvement

It's really a great job.
I love how you blended the hair into the photo and the overall softness of the entire image that you managed to still make look like a photograph.
