This photo looked like a good challenge, so I gave it a try. After 4 or 5 hours of sweat later this is the result.

Like others before me, I decided to use the blue channel because the ink did not show. As a consequence the end result is a bit grainer.

Started with a curves adjustment layer to adjust brightness and contrast.

Added a levels layer using multiply blend mode at 30 percent opacity to improve the density

Cut the kids out and placed them in a layer group using normal blend mode and added a color dodge layer.

Used dust and scratches filter on the kids set to Radius 2 Threshold 3 to clean up small scratches and reduce the graininess.

Used the stamp and healing brushes ALOT on the kids and dog, and used the dodge layer to remove the stains.

Copied a piece of the wall into a new layer, cleaned it up and cloned it several times, then merged the parts to create a wall panel that I put behind the kids group.

Added a shadows layer, using multiply blending mode, between the kids and the walls. I used a soft brush at 12 percent to add some shadows to the walls.

Very nice! I almost always attempt to give the whites of the eyes a bit of a boost. Then I darked the pupils, the nostrils, the lips lines, and the sadows in the ears just to the degree that no one knows I've done it. Then a dusting on the skin and shoes with the blur tool. UnSharp Mask goes on nearly every photo as the final touch.

Nice work. The background looks great, if a bit bright? And the upper right corner is torn. Good work retaining details and getting rid of the nose.
