I tried to maintain the integrity of the original. So I decided not to do anything with the background, because there is no useful information.

I have run out of time to work on it so I’m posting it as is.

Started by adjusting the image with levels and curves. I set the curves to multiply blending.

Next I used Clone Stamp, Healing Brush and Patch tool, to clean up the tares and scratches.

Cut out the stained areas and adjusted them with curves to match the surroundings.

Merged the visible layers into a new working layer. Then did some dodging, burning and painting in order clarify the shape of the little guys face.

Added a channel mixer layer and converted to black and white, and increased the contrast.

Added a new color layer and painted in the face, hands and his clothes.

Resized, merged and saved the final image

The coloring works very well and the shadings in cheeks and jowls put alot of life back in baby's face. Good work.
