I colored each area seperately: the door, the girl, the walls. I colored the skirt and added a gaussian blur and some light blurring to get rid of the plaid. I colored her legs same as her hands and face. I went in closely to her face and using the blur tool on a very small brush, de-pixelated her face and a bit of her hair.I lightened the doorway around her head to bring out her hair. I did a brightness-contrast to bring out her features. I colored the patches of exposed wall cement color. I colored her shoes and added a canvas texture. I drew the roasary and the shawl and added highlights and shadow with the burn tools. last, I melded all the layers together, brightened the entire photo and did a fill of 20% with a bright yellow and added a little more yellow to the shawl.

I think the coloring on the skirt portion of her wardrobe is really effective. The shall seems a bit cloudy to me. Too many soft highlights? Perhaps if you went back in and added a little more detail around the edges, (where the blue shall meets the white shirt) and around the fringe it may feel like she's wearing it a little more. (rather than it being just painted on).
