The first thing I did was to visit the link supplied by Doug to familiarize myself with Cassat paintings. While she seems to have had a variety of styles, I did come away with a general impression of her work.
The first thing I did was to simplify the original using Smart Blur then created two duplicate layers. I desaturated the bottom layer to grey scale and applied Posterization to it. Switching to the top layer, I set the blending mode to Color and boosted the saturation using Hue/Saturation/Lightness. I then merged the two layers and applied Filter/Artistic/Palette Knife. At this point, I switched from PS 7 to Photo Brush where, using clone brushes, I applied some brush strokes to the image. I also painted around the lady's hat some to separate it from the background.
Switching back to PS 7, I applied two Paint Engine Filters (Bad Brush and Arctic). I then copied the original image to the top layer and, using the opacity slider, faded it considerably. This restored some of the detail that had been lost with all of the filtration. I toned down the saturation of the image slightly before resizing and saving for the web.

I like the overall look, very painterly. Like on so many other entries, I think the darkest black looks photographic.

Good description. I like your starting with simplification.

I REALLY like the look of the simplified brush strokes, gives it a carefree, but inviting look

I like the use of smart blur to soften the colors and image. You did a great job with this one. I think you followed the color scheme very well of a Cassat from what I've seen of her paintings. Very nice.

You've done an excellent job on the textures and brush strokes.

Excellent! Thanks for the good idea on how to use "posterize"...never found much use for it before, but now I will definitely explore it.
