My normal methods include a lot of trial and error, but as I remember the steps that I kept they are:

duplicated & multiplied layer twice
merged all active layers
applied healing tool on background as well as facial areas
used dodge and burn tools sparingly
applied auto contrast and partially desaturated
separated the card stock from the photo so I could adjust the hues separately and basically played around til I was somewhat happy with results. In an attempt to avoid over-working, it's possible I should have done more.

The only thing more that I would do is to clean up the background some. It would help show off the fine job you did on the cadet
