Ok, so I didn't fully understand the challenge. But after spending so much time with this, I hope it's alright to post. Besides, it's the art that counts, not the subject, right? Yah, sure. Anyhow...
Photoshop 7'd:
· Duplicated master image to another layer
· Lassoed and masked his hair and skin separately.
· Using Adjustment Layers, I darkened the skin tone with a combination of Hue/Saturation & Color Balance
· Deleted Adjustment Layers over eyes and mouth, to allow original layer to show through
· Enlarged and distorted facial features using feathered Free Transform selections
· Created mustache by cloning portions of hair at 90º - also added a light drop shadow and bevel
· Added a couple of characteristic facial blemishes by referencing certain photos online
The only thing I'm not totally satisfied with is the hairline. It's a little *rug-like* but perhaps that's ok!
Hope this wasn't too much of a political statement for you....'cause trust me, there wasn't one. I just thought it'd be funny. ;o)

What I like about this rendition of Bush is that it's not really a rendition if you think about it. Nice work.
