1. Opened up the tonal range with a levels layer.
2. On a separate layer, cloned out spots on the face, uniform, and picture frame.
3. Merged layers and used a blending mode of soft light to bring more contrast to face.
4. Smoothed out selected areas of the face with a gaussian blur and painting in a "reveal all" layer
mask
5. Sharpened selected areas of the face with an unsharp mask and painting in a "reveal all" layer
mask
6. Added new letters to the uniform.
7. Repaired the hat with cloning, blurring and levels.
8. Painted in hair on a new layer.
9. Built up the ears with multiply, color burn & some painting.
10 Added definition to the badge.
11. Created a selection of the cadet on to a new layer.
12. Filled the circular background with light gray and some noise.
13. Moved the cadet above the circular background.
14 Darkened picture frame with a multiply blending layer.
15. Added sepia coloring

Looks really good. I like the detail in the ears - and the texture of the hat band looks just right.

Excellent Restoration. I thought it was tough too. Incidentally the original is not copyrighted in any way and all can use the photo as they see fit.
