Using PhotoImpact V5
(1) Converted to CMYK channels (Cyan,Magenta,Yellow,Black). Kept the Yellow - it had the least visible damage. Threw out all the rest.
(2) Applied Tone adjustment of Hi= 23, Mid=-15, Lo= 8 then...
(3) Brightness= 12, Contrast= 12
(4) It's crooked - straighten it.
I prioritized the areas to be repaired: Faces then clothing then background. I spent my time and effort according to that priority. I also noted that the .JPG noise was pretty high.
(5) Faces: Mostly used Dodge and Burn often at the pixel level.
(6) Clothes: Cloning was used more frequently here.
(7) Background: The striped area in the upper right was a pain because it was blown out by the Tone adjustment. I had to re-import this section and stitch it back in to maintain proper tonal balance.
(8) The Brightness and Contrast of the upper third of the photo is different. I selected this area and then reduced the Brightness and increased the Contrast - again for the sake of tonal balance.
(9) Warm the photo back up by adding a sepia tone.
