Every thing I know about old mexico, is through Spaghetti Westerns, and old Clash album covers!
I tweaked the levels, adding a halftone pattern... Added color bars to the left and right of the image, did some layer effects to get the transparency... Duplicated the sides of the photo to run along the inside edges of the color bars to help break them up a bit (distress them). Flattened the image, duplicated it, and just played with it... Added some yellow to give it an aged look. I set the type on the left in Illustrator, brought it into photoshop and again did some layer adjustments to get the distressed look...
Sorry this is a bit vague. If anyone has any specific questions, I may be able to answer them... But I have this distressed look in my head, and I just start pushing and pulling the image until I get it where I want it. I loose track of the physical actions.

Nice effects. This looks as if it could be a fancy post card or on the front of a glossy brochure or flyer for a special event. Good job.
