I call him 'the voyer'.
I painted this in photoshop using the airbrush, blur, and pattern brush. The only filter used was the unsharp-mask filter.
I like to start on a black page, and paint with a transparent white... thus building the image from ground up.
I don't like to use reference when I am painting this way... It allows the character to develop some interesting deformities.
Time: appx. 1.5 hours.
So here it is... from the bowels of my imagination.
