First I selected everything that was black, the text and the perimeter stroke... Added a bevel with the layer style tool. Flattened the artwork, made a duplicate layer... Used a textured brush shape in PS and painted on some dirt and rust... Used the overlay layer effect to bring out the "rustiness" of what I just painted... Flattened the art, made a duplicate layer. Airbrushed the snow on with same textured brush shape. Used the layer bevel tool to give the snow some depth... went in with a textured shape eraser and added detail to the snow.
That is more or less it... Appx work time, 15 minutes.
