My intention, was not to create a "new" picture, but to try to preserve the original as much as possible without the detritus.
I first created shadow and luminence layers and used them to reduce inequalities in illumination. Then created a dust scratch layer, with layer mask to remove small blemishes. Then I used clone and patch layers to remove larger blemishes.
A mid grey fill layer was used with burn and dodge and soft light blend to darken and lighten hair on the children.
Then a light brown fill layer set to colour blend to even out tones.
Lastly I adjusted contrast and sharpened slightly.

I think you did an excellent job meeting your goal of preserving the original and removing the detritus!
One minor suggestion would be to adjust the baby's face so that it's tone would be more consistent with the others. One way to do this is to select the baby's face, save it to a new layer, set the layer's blending mode to multiply, and adjust the opacity to about 25%.

Thanks for the comments AJ, now you mention it the baby's face is a little bright.
I wonder that I missed it, but I will definitely alter it, and thanks for the suggestion.

Really nice job, especially on the boy's face..that was a mess. Your version doesn't look "fixed" at all!
