Here is my submission and how I achieved my results.
I used the magic wand for selecting most of the sky
Then switched to quick mask for fine-tuning.
I decided that the most natural looking sky for this picture
Is the one that was there when the photo was taken.
The next thing I did to get a blue sky was Hue/Saturation
With the colorize box checked I moved the Hue slider until
I had a blue color then adjusted the saturation and lightness
Until I had a shade that I liked. Then I removed the selection
And used dodge and burn very lightly on some areas of the
Sky. And finished with a slight levels adjustment to bring out more
Of the ship and water.

looks great... i got aggrivated using the wand with all those ropes... damn fine job
