Selected sky area including ship mast and ropes. Made new layer and used render >cloud lowered the opacity to 75% so I could see ships masts and riggings through cloud layer. Enlarged picture to 300%. Employed eraser tool to reveal masts etc through clouds. I then decided that the water was too dark in relation to sky so I copied a section of sky and by using transform options shaped it too fit over water lowered opacity to 37%.
