Copied background layer. Then I used a levels adjustment layer and the white eye dropper on the sky to get some more contrast between the sky and the ropes. Then I used the colour range tool to select the sky and saved the selection. Then I made a new layer between the background and the background copy , filled that layer with blue and applied a clouds filter to . then on the background copy layer loaded the selection and selected inverse. Then Edit-cut to reveal the clouds layer. Then adjusted opacity on the clouds layer
