PhotoShop 7'd!

I started by desaturating the image and then optimizing the levels for greater grayscale contrast.

Then I applied the filter Texture-->Grain-->Speckle with a 50% Intensity and a 65% contrast. This went a long way towards the desired result.

I then inverted the background color to white, like the examples. I also darkened the shirt and lightened the suspenders a bit. And I used the same aspect ratio of the hedcut examples and cropped accordingly.

Finally I tried saving as a GIF using a "Pattern" dither. It felt a bit like cheating to use a lossy "byproduct" as a filter, but it gave me what I wanted. Unfortunately the system doesn't allow for the submission of GIFs so I had to reopen the file and save it as a JPG. This took my 96k file and made it huge again . . . but C'est La Vie!

I like the effect. Neat way of getting a result using a file filter. I'm sure it wouldn't be "cheating" - especially since you got the result you wanted. You've given the image a lot of texture - can almost feel it. Well done!
