I started out by using glowing edges filter, then inverted it for a rough line drawing. I make a different layer for each tone/shade, and filled each with a different shade of gray. Then I added varying amounts of noise. I used the crosshatch filter on some of the layers, like the shirt. I couldn't figure out a graceful way to get rid of the solid black lines, but tried to keep them to a minimum. This was a real challenge for a newbie!
