Very nice effect Steve. Looks like there might be a pretty good restoration under it too (the kids look great). Maybe you could provide a description of what you did here?

Thanks Doug for kind comment.Description:
blue chanel with levels and curves
some clean up,clone stamp,healinig brush and path tool
USM on lightness channel in LAB
high pass with hard light blending mode then copy and high pass with overlay
flatten image and switched to CMYK coulor
saved as JPEG then smart blur with soft light mode and some blur again
snapshot and history brush to clean the kids.

love this effect, Steve....also brings the kids into sharp focus, which is great.
