Lots of fiddling here so I may not have all my steps.
I used a few filters.
Richard Rosenman's colour corrector,
Xero's abstractor, simplicity, emphasis and super smooth
and Fantastic Machines paint engine.
* My graphics software is PhotoImpact which doesn't have channel control over grey scale, so this is where R Rosenman's colour corrector came in.
* Then used tone map (curves) to soften the shadows.
* Applied some of the filters without losing too much detail.
* Copied the layer and applied filters a bit heavier then erased over eyes and some edges.
* Merged the layer (flatten) and finished with a little more abstractor I think and tone map again to lighten the highlights.
* Left the cutout until last which I think was a mistake - not a good cutout.
An interesting challenge, thanks again.

Very nice work. It looks almost like a watercolor.
