I am really impressed with the skill of the artists that do the "hedcuts". This is my attempt at simulating the effect.
First I added a channel mixer layer and set it to monochrome then adjusted the sliders to create a nice high contrast black and white image.
Added a new layer above the channel mixer and set it to Screen blending mode.
Then I filled this layer with 50 percent gray then added a white layer mask. I added uniform monochrome noise to the mask.
Next I used levels adjustment on the layer mask and pushed the sliders close together in the center of the range. This increased the contrast in the layer mask.
The result to this point is a noisy looking black and white image.
The next step was to add a Levels layer above the screen layer and set it to overlay blending mode. I then pushed the sliders toward the center so that the input levels were at 122, 1.34 and 167. This put me fairly close to the result that I was looking for.
To touch things up a bit I went back to the gray filled screen layer and painted using a white brush set to about 15 percent opacity. I did this in the darkest areas of his clothes in order to increase the contrast between the black “dots” and the white background.
Next I merged all of the visible layers into a new layer and used Usharp Mask set to 400, 0.8 and 10
I included the small image to show how it might look if printed in the Wall Street Journal

I forgot to mention one obvious step. I painted out the dark background using white set at 100 percent.

Good technique... I think this is more what the challenge is about.

Thanks Cvandever. I'm just glad that I didn’t have to draw all of those dots myself.
Kent thanks for your comment as well. I took the hint from Doug Nelson's comment, where he said, "folks seem to be missing the point about the images being made up of dots".
