Wow, awesome challenge! I won’t add the many many steps that I deleted in the process. I know this isn’t perfect, but I would have been all night otherwise (grin). Here’s what I did to get this-
1. grayscale
2. curves to brighten
3. on duplicate layer: dark outlines 6,3,3 layer at 61% fill
4. on another dupe layer: mezzotint filter then placed as 2nd layer at 63% opacity 53% fill
5. took top copy, duplicated again, dark outlines filter, placed as layer 2 at 100% fill 100% opacity
6. 1st layer, duplicate, placed as 2nd layer, contrast up 54%, brightness up 4%
7. brought down layer 3 to 49% fill
8. brought down layer 5 to 84% opacity, 55% fill
9. 5th layer, unsharp mask 94% at 8 levels
10. 5th layer, dodge tool to some areas of cheeks to rid of some grayness
11. merged all layers, duplicated, placed new layer on top,
12. cutout filter of new layer
13. pointillize filter of new layer
14. placed at opacity 27% fill 100%
