Photoshop: select each eye separately, edit, transform, resize. Band-aid tool to smooth the transition around selections. Burn tool to darken around eyes. Dodge to add highlights. Filter, Paint Daubs to add painterly effect. Took about an hour.

I also added near white to eye highlights with paintbrush and added light brown for iris highlights. I selected the top half of the head and resized slightly, then smoothed the edges of selection with band-aid tool. I also used the clone tool in places to integrate the skin tone. I think I got carried away and made the right eye a bit TOO large. Had fun!
