These guys were tough...in more ways than one!
I started by trying to bring back some contrast with a levels adjustment. I selected the luminosity on one of the channels, copied it to a new layer set to multiply.
I copied the faces and hands onto their own layers and used a combination of screen, multiply and overlay on the layers to bring them out more. Some of them required two layers set to different modes.
I used a color fill layer filled with gray and a gradient even out the lighting.
I cut off the extra background on the right and moved it to the left. I borrowed the right side of the fellow on the right for his mate on the left to use. I transformed the body parts to fit better.
I dodged and burned on a layer filled with 50% gray set to overlay to even out some dark/light spots.
Cloned/healed on a new layer. Blurred some parts of the face, shaded others. Not a lot to work with on the guy on the left!
Made a new background with a couple of different gradients, added noise and blurred.
Moved the fellows to their new background and added some shadows and shading.
I cropped the whole thing to better the composition, but looking at it now I think I should have left more at the top.
This is such a great photograph, and it was fun to work on, if a very challenging way to spend the afternoon!

Really fine work evening out the dark blotches and restoring those faces. Not sure if it's the gray fills, but the boys look a little flat. A levels adjust might give a wider range of tones and enhance some detail. Very balanced look. Frame insert and bg shadows are a nice touch too.

Doug, I took your suggestion and tried to open up the tones a bit. I used the shadows/highlights option to see what it would do, and was pleased with the results. I don't think they look quite as flat as they did. Thanks for the suggestion..as usual, you're right on the money!
