This is an old challenge I just happened upon while browsing this site. I thought I'd enter my trusty standby background.
Three layers. Very easy to do.
Layer one 50% gray.
Layer two, radial gradient white to black blend at opacity to suit.
Layer three, render clouds, impressionist filter at default setting, blended at 25% opacity.
This works for a lot of old black and white images. It lends itself quite nicely to an overlay of different colors, including sepia.
