I cut the foreground and figures out, slightly blured the original, a little touching up on the cut out and then joined them using 60% transparency.

Great recovery of facial details and levels (especially that guy seated on right) and your bg clean-up looks really good. Soldiers and foreground have a orange/yellow hue that makes them look a bit cut-out against bg - maybe a slight lowering of saturation on that layer would make a closer match?
