This was a tough one!
I tried to even the skin tones in the guy on the left and bring out the features more in all of them by darkening the RGB. I selected hair, clothes, shoes and adjusted the brighness and smothed them with the clone tool and smudge tool. I tried to build a hint of a boot on the middle guy by cloning and shaping it.
Finally I added a new layer and some white and smudged it to look like smoke from the cigars.

Fine work Sharon,
Good restoration on the badly damaged faces.
I like the cigars, and the smoke was a nice touch.
The great thing about doing this nasty one
is that 99% of future restorations will seem
less daunting and easier to do.

The overall cleanup of the photo, and the detail you have brought to the faces, their hands, and their suits is extremely well done on a very difficult restoration.
