Not really pleased with this but it's the best that I can do with this picture.
Looking at the original you'd think it wouldn't be hard as it was.
Hats off to all who tried it.
I used primarily the clone and smudge tool and copy and paste.
Despeckled and dodged and burned.
When it was good as I could get, I applied auto fx, dreamy photo.
