I used the liquify tool to shape the boy's head -- pinch some areas, enlarge others, push to shape. I then selected the exposed skin and altered the color with a hue/saturation adjustment. Then flattened and duplicated the layer.
For top layer: polar to rectangular transform, flip vertical, rectangular to polar transform then select the ovoid region and deleted the edges. Cloned out some detail and darkened edges with burn tool. I resized and reshaped the "alien artifact" and fit it into the space where the large pumpkin was and erased the overlap for the forground pumpkin. Used twirl tool to add a little more strangeness to the "alien artifact".

In the description above, where I said "For top layer:" I should have said "To make the alien artifact:". That whole paragraph dealt with making just the artifact. Sorry for the confusion. Does that help or do I need to be more detailed?

He looks a bit cross-eyed. Was this intentional, or just an artifact of the liquify manipulations? I love the color you chose for his skin. Overall, a very convincing foreigner. The artifact is super. Thanks for clarifying it's creation.

Regarding the eyes, you're right and it wasn't intentional.
While I was adjusting the size and shape of the eyes, the pupil and iris of the eye on the left shifted relative to the eye on the right. Not a lot, but even a small change is noticeable. That's usually very easy to correct using the warp tool to shift the positions of the iris and pupil while still in liquify. I could have sworn I had made those corrections but obviously I didn't. Maybe I hit cancel instead of OK, I don't know. But, I can't blame it on the tool. It was my error, pure and simple, and I didn't catch it.
