Selected the boy and pasted as new layer into a new image
with a large space to work in. On a new layer used different
brushes to create snow all around the boy. His hat was
selected separately and repasted, colourized to get a red
colour. Used Brushes again to add white furry stripe to
the hat and add a pompom. Also added tartan scarf,
deforming it to correctly place it. Merged all layers.

Snowscene image – snow was blue not white so
de-colourized the bg. Adjusted Brightness and contrast
to lighten and whiten the background.

Pasted the snow boy into this background and then
adjusted brightness contrast of the snowboy layer
to match the bg. Merged both layers.

Applied a shadow to the bottom using the burn tool. Used the
burn tool to emphasise facial features and applied a little
colour to the face using the paintbrush (in a new layer) (Mode/Col (L)
with a lowered opacity).

New raster layer - Used a chalk paintbrush (white) lowered density to
add small snowflakes to his face, hat, scarf etc. Merged all layers.

Added a border, filled red, selected border and used the
same chalk paintbrush to add some more snowflakes.

Merged all and added a tube of holly (in its own layer). Added a little more
snow to that…..merged all layers. Added some AIM/USM. Finito.

Wow! You could use this pic as a Christmas card. Very cute.
