I used Corel PhotoPaint 9 for this.
First off make 4 copies of the image so that you get an object stack of 5.
Starting from the bottom:
1) Untouched original image.
2) Next up. Find edges filter Soft, Level 100. 81% transparency.
3) Another untouched original. 52% transparency.
4) Art Strokes filter called 'Dabble', Sprayed Stroke Size 8. Object set to Hard Light.
5) Dust and Scratches filter. Threshold 0, Radius 15. Object transparency 30%
Then Flatten the image and duplicate twice to get an Object stack of 3.
Bottom Object, Find Edges filter Soft, Level 75
Middle Object, set to hard light.
Top Object Dust and Scratches filter. Threshold 15 Radius 15 Object transparency 80%
Flatten the image and apply Toadies 'Old Photo' filter at its default.
Hope I remembered everything and that it's okay.
Although I think that that low rumbling sound you can hear is Paul Cézanne slowly turning and turning.
