I felt like I was going round in cricles with this one.
First duplicated image.
Applied dust and scracthes filter to duplicate, added layer mask and filled it with black.
then with small brush painted with white on the mask, to remove the small stuff.
This seem to work fine for small blemishes.
Cloned out all the writing & larger marks.
Added a levels adjustment layer,
to darken slightly, masked out the area across the boys face. (this equalised it).
The dresses were a problem - cloned bits and painted bits (not really happy with them)
Softened picture then added a little grain to give some texture back in.
The dog always seemed to come out better than the kids for some reason.??

Great clean-up Peter. The faces and tonal range look really good, and I think your work on the dresses is excellent (the collars are a nice touch). Maybe the hair on the boys looks a bit dark and flat - you might try blending some of the original texture back in.

Very nice restoration. This one (as are most of the challenges in here) was most difficult. You obviously took a lot of time and put a lot of effort into your work.
