I hate to admit it, but I massaged the image so much that I can not give you exact steps. I can tell you that I used Flaming Pear's pixel trash filter in grayscale mode to create of screen overlay layer that gives the image a more painted fill. I then colorized the image a bit using the plugin site's popart filter set to the following: R Intensity=24; G Intensity=18; B Intensity=6; Complexity=2; Color Shift=81; Softness=95; Brightness=129; Blending=177. This gives the image a burgandy like color. I then proceeded to add the texture (all oil/acrylics have texture). I used GIMP's GIMPressionist filter with the wavy brush for this step on a separate layer. After this operation, I used GIMP's bumpmap filter set to all defaults except the Invert bumpmap setting is checked. This gives the image the relief necessary for the oil feel. I then lowered the opacity to 85 and flattend all layer. Here is the result.
