First used the pen tool to grab the fries, burger, ketsup and salt pack. Saved that path as a selection, inverted and saved a second selection for the background.
Created a new layer of the fries and ran Smart Blur, Noise, G Blur filters and the Artistic Sponge on this layer
Duplicated the fries layer with Blending mode set to color burn and set opacity at about 40-50%
Made a separate layer of the background selection and ran GBlur a couple times.
Done with PhotoShop CS
