Started out with a curves adjustment layer – brought down the white a tad and did a very slight S curve.
Extracted image using quick mask and placed face on own layer.
Cloned under eyes to even out.
Went for a soft glow effect by making a copy of face layer then blurring it. Then Fade Blur to 50% opacity. Masked and painted back eyes and mouth.
Filter,sharpen USM..
Layer, new layer, hue saturation to around 15. Found her mouth became too red so decreased saturation on mouth and tongue with a selection.
New layer behind face for background; selected blue and pink in the portrait and made clouds(Filter-render-clouds). Then added a radial gradient with default colors to shade a bit.
Added grain; removed one dot from right eye
