I first cropped the photo and then proceeded to repair the damage with the clone stamp, healing brush, and patching tool.
To correct color I used a levels adjustment layer, and adjusted each color channel until the color looked better. I also used hue/sat, and curves. I used the blur tool to even out some of the uneven grainy areas.
I selected some areas that were showing blue and yellow casts and adjusted with hue and saturation. I also used the burn and dodge tool to do some tweaking. I used the sponge tool to saturate and desaturate some trouble spots.
